I’ve taken four years of Spanish and was wondering how I should note this on the Common App Language Section. Should I count Spanish as a second language I’m proficient in? If so, what would I select for language proficiency?
If you would be willing to have your admissions interview in Spanish and write your essays in Spanish, say you are proficient. If not, don’t. It’s not a make or break on the application.

No, I would only include languages that you are fluent in.
Nice job getting to Spanish 4. While fluency is a flexible definition, if you are able to read, write and speak in a manner where you and a native speaker would be able to communicate well, you have achieved a level of fluency and can check the box.
