What is the situation OP? Eg…stats, acceptances, denials, etc?
What is the budget?
Look at ASU, U Arizona, Alabama (Tuscaloosa, as well as UAH and UAB), Iowa State, U Kansas, UT Dallas.
Some competitive scholarship deadlines may have passed, but merit should still be available, however we need to know the budget. More info will allow us to suggest more schools.

Perhaps also UMN-Morrris (well-known for strength in CS), some CTCLs?

Utah’s priority scholarship deadline has passed, but can still apply until Apr 1….worth a call to ask about merit availability.
Similar at UNM…looks like some scholarship deadlines have passed but some still look available until Apr 1 deadline.
Western Washington is still accepting apps too, even though their app deadline has passed. Calling to make sure there’s still merit money available makes sense.
Western Illinois has good CS and starts out inexpensive and is still accepting apps.
There are plenty of other schools still taking apps but we really need to know budget.
The good news is that all the apps mentioned so far are easy.

This is a kid in Vietnam who apparently didn’t consider applying because his parents assumed the cost was prohibitive. Took the SAT though and got 1520 (790 Math). (Also 8.5 on IELTS, equivalent to 115 on TOEFL, so he easily clears the requirements)
Went to a public school that has some history of sending kids to college in the US. I don’t know his GPA or extracurriculars.
Budget is $20k.

Being international changes things dramatically, as does the $20k budget. Of the schools mentioned so far, Western Illinois is best chance to be under $20k, but travel costs plus mandatory health insurance will eat up a decent portion of the budget.
Does this student have any family they could live with in the US and start at community college?

The issue is going to be meeting the budget.
Does this student have an acceptance outside the US that is affordable?
I believe he’s waiting for a decision from a Korean university.
If the student isn’t accepted somewhere and wants to try to apply next cycle to US universities, make sure they understand that it’s even more difficult for a transfer student to get financial aid. So, the student would be better off working for a year vs taking courses at another university.
I don’t think he has family in the US, but it’s possible. I’ve read that financial aid for transfer students is limited. Is that the case for community college students as well?
Most community colleges do not give aid to international students. This student’s living costs here could easily approach $20,000. Plus he would be paying tuition as a non- resident.

Well, none that compare to what’s available in other countries.
yes, all transfers get lousy aid in general (except in very specific circumstances such as: CA resident attending a public CC in California), and international transfer students get no aid.
The best bet is to email each college’s admissions office and ask point blank:
at small (private or UMN-Morris) colleges: do they still have space for a top student at a top Vietnam school, SAT 1520, budget 18K/year*
(*leaving 2K for flights etc.)
at large universities with merit aid: is the merit aid for a WGPA 4.0/1520 SAT still available for an international student interested in CS?
