Late January Decisions?

I have a couple of questions regarding when and how those who applied for merit scholarships will get their decisions.

Will the decision be posted somewhere online, the day it is postmarked? I have been using USConnect ever since I started applying--will it be posted there?

Does USC put any weight on how early you applied? In other words, if I do not receive the Presidential or Trustee scholarship, will my application be valued above those who did not apply by the merit scholarship deadline (March decisions)?

Question #1: Discussion of that here http://talk.collegeconfidential.com/university-southern-california/1278466-2012-stats-thread-up-remain-calm.html

Question #2: Those who applied for admission by December 1st are eligible for merit scholarships, those who applied to the January 10th deadline are not (except for the NMSF Presidential).

The earlier applicants do not have an admissions advantage over the January 10th applicants, but if admitted they may be awarded a scholarship. There are many, many scholarships in addition to the Trustee and Presidential that will be awarded to December 1st applicants if/when they are admitted in March. The January 10th applicants will not receive scholarships with their admittances. That is the difference.
