Late scholarship deadlines for international students?

<p>Hello CC family. I am a newbie.
So basically I cannot get information anywhere and a friend of mine suggested this site.</p>

<p>I really want to start college next fall in the US or UK (I would prefer UK). I want a scholarship from full tuition upwards. The thing is, a vital part of my application will come out on Feb. 24. (ACT scores)
Is there a chance for me since I will apply so late?
*it will be really awesome if you can provide me with names of colleges and other info.
Oh and I heard you can still send your application in even without knowing your scores. I am confused.</p>

<p>I seriously do not have anyone to ask about this. Please help me.</p>

<p>For most schools you can submit your application first and then submit other things ( transcripts, recommendations, test scores , etc) however, everything must be submitted before the deadline.</p>
