Does SU take legacy into account when making their admissions decisions?

They do, yes. But as far as I'm concerned, SU is easy enough to get into that anybody who would need to rely on legacy to get them in probably shouldn't be going there.

I know I can get in to the regular school but I want to go to school for magazine journalism and newhouse is supposedly pretty competitive.

Gotcha.

As with the use of legacy in -most- (though obviously some weigh it far more heavily), it is used as a final discriminating factor rather - it will tip the scales a bit in your favor, but dont expect miracles. I don't know how well SU's alumni ass-kissing rates in comparison to other colleges, but they are certainly far warmer to alumni than to students. If your parent (or whoever) kicks up some dust with the alumni office and gets your name thrown around a bit, it could have some good results.
