Ok so I'm not technically a legacy @ ND(sister goes there), how does that factor into an application?

Not much at all. My friend was in the same situation-rejected-salutatorian.

Maybe even as an underepresented miniorty for a very rural part of KS?

The Kansas part won't help too much, but if you are a URM then that will definitely help you. I agree, the sister connection just doesn't seem to help much unfortunately :(. Good luck

Sibling connection doesn't count as legacy, as far as I'm aware.

Reason I ask is in the application it asks if any family members are currently attending ND? Just thought it might mean something, maybe not legacy, but possibly a factor?

At most a small factor. I have a lot of friends who have had siblings who were close not get in and admissions will tell you that legacy only applies to children, not siblings. Sorry.
