My father went to Johns Hopkins for grad. school to earn his masters full ride. Does this count as legacy for hopkins undergrad?

Yes, it does.

haha sweet. Can anyone confirm with a website or anything?

My dad's friend is distinguished alumnus of the year a few years ago or something. Although not kin do you think a recommendation from him would be helpful at all?

"distinguished alumnus of the year" probabably means he supports Hopkins financially..? Yes, this would be helpful :) Get a rec from him :)

It would likely only be helpful if you have had significant interaction with him in some meaningful capacity. (For instance, did you intern with him? Work with him on a community service or church or Boy Scout project? Convince him to be a mentor for your robotics team?) Recommendations from someone who "knows you" through family connections aren't as meaningful as those from people with whom you've interacted in a non-trivial way that fits with the activities you are most interested in and passionate about. Your recommendations should support you and what you spend your time doing, not show the admissions committee who your family knows.

Edit: Application requirements include a recommendation from your guidance counselor and teachers.

And to the OP: When the application is posted online later this summer, you'll be able to see the space where you can list any family members who have attended JHU. IIRC, it will ask for the individual's name, year and degree, and relationship to you.

Thanks a lot mootmom. =]
