Legacy?

I wanted to know what weightage is given to legacy?

My father was a post-doctoral fellow at John's Hopkins, does that mean I'll will be given a preference during admission at John's Hopkins

Also, my parents hold PhDs, does that also count?

It depends on the school and their views on Alumni. Each school varies with how important they think it is.

However, a large majority of legacy is really based around whether or not they donate money to the school. I have no idea about JHU and i’ll say it definitely won’t hurt your chances to mention it, if they never donated money then it probably says little.

Usually legacy means your parent attended as an undergrad. There are many exceptions though, so check with JHU.
