when do they start to send out offers
I haven’t heard anything. On the website is stated that the decision start coming out in April.

Thank you for your email. We have begun making our decisions and will continue to make offers throughout April. We expect to notify all nominees of our decisions by the end of April, if not sooner.
We are currently at the end stage of reviewing Pearson applications; we expect to notify all candidates by mid-April, latest, by the end of April.

the response i got was the same one as the one that was given to one applicant who asked in the previous years and they had already sent offers here it is
