If I'm applying for the Dec. 1 deadline, does my letter of recommendation have to be there by Dec. 1? Thanks!

Yes. If you are applying for the December 1st deadline, December 1st is indeed the date your materials are due.

Directly from the USC Website: “It is your responsibility to ensure that all required application materials are sent to USC by the posted deadlines. Applications postmarked after the deadlines listed above are not guaranteed a priority review.”

This makes it seem as if all materials must be postmarked by December 1st, not necessarily received by then.

-Yes, “postmarked” is a proper interpretation of the deadline.
