Letter of Recommendation Etiquette?

<p>In May of last year, I asked one of my teachers for a letter of recommendation. She said that she would be happy to do so at the beginning of the next year. I was happy that she said she would, and did not think much of it. About two weeks ago, I sent her an e-mail regarding the letter and did not receive a response. I saw her in the hallway, and she mentioned to me that she was getting around to it and would respond to my e-mail very shortly. She was very pleasant about it.</p>

<p>I did not receive a response then, and I sent an additional reminder e-mail essentially asking the same thing ("I know you are very busy, but..."). Still no response. Is she trying to hint that she does not/cannot write me a letter for whatever reason? Should I ask another teacher? Does the fact that my deadlines are approaching make a difference, or will colleges accept lors long beyond the due date of the actual application? </p>

<p>What is the proper course of action I should take? Any advice is appreciated.</p>
