I received my likely email on Feb 15, and my letter from mail the week after. </p>
<p>They send the letters out to make favorable impressions on oustanding students and attract them to the engineering program.</p>
<p>I wonder if the likely letters even have any effect on the applicants. I know I wouldn't pick Columbia over another school I like more just because of a likely letter.</p>

<p>Of course they do. It's obvious as a matter of marketing/advertising that first impressions and getting people to consider -- and be excited about -- your product earlier rather than later helps.</p>
<p>One of my friends got a likely letter from Yale, a school she applied to just for the hell of it. She didn't even want to go there. Now, she's made Yale her #1. Likely letters have a HUGE impact on the applicants.</p>
