I looked into this at one point for my daughter. If I remember correctly, the consortium that includes Smith, Holyoke, Amherst, Clark and UMass at Amherst has a combined program (maybe a certificate?) in marine biology. I think the student would take classes across those five campuses, but could be a student at any one of those schools. I thought it was a very interesting way to have a very specific concentration while attending a small liberal arts school.
Take a look at Juniata College. Iâm not sure their aid policies for international students but they do have a strong representation of international students and are generous with merit aid at least for US students. Environmental sciences is one of their largest programs. Not specifically âmarine biologyâ but they have a flexible curriculum where you can develop your own âprogram of emphasisâ rather than a âmajor.â Among the already-defined POEs they have âAquatic Sciencesâ
