<p>I got a letter from the M&T program when I applied that we eventually concluded was a "likely" letter, although it said nothing directly to that effect.</p>

<p>I got a real one from another school as well. Basically, a few weeks before decisions are due to come out, they send you a letter or email telling you that barring any yet-to-be-discovered heinous details, you're going to be admitted. It's usually used where a decision announcement agreement exists (like April 1st or whatever for the ivies) and a school wants to jump the gun. I imagine they've discovered that the early notification and presence in mind boosts their yield.</p>

and yes most are issued for recruited athletes
however academc credentials for said athlete must also be in the upper tier of the upenn student profile</p>
