limited to 4 semesters?

I was told as a 3rd year transfer you are limited to 4 semesters but what if only say 30 credits transfer?

Some universities do have policies about the total number of credits you can earn before you are booted out with or without a degree in hand. They set these policies because they want students to be focused, and to finish in a reasonable amount of time. If the university you go to has a policy like that, you may indeed be forced to choose the major that lets you finish within the allotted time frame.

However there are other institutions that really don’t care how long you take to wrap up a degree. If only 30 of your credits transfer, it will be fine if you need to stay for 6 semesters (or more) to finish your program.

Pick up the phone, and call the admissions offices at the universities that you are interested in. Ask them what their policies about this are.

would double degree or double major increase this time if there is such a requirement?
