<p>I thought that "at the end of 2000" was almost "at the beginning of 2001", like 31/12/2000 and 01/01/2001 - they could substitute each other because the gap is minimal.</p>

<p>So at the beginning of 2001 the sale point looks almost like the middle point of 140 and 120, thus values 130.</p>

<p>So I do the math: 130/280*100 = 46% ~ 45% -> (A). </p>

<p>But the answer key says 40% (B) :( I don't understand it :(</p>

<p>The question reads ’ who owned a cellphone at the end of each year from 1996 to 2002 '. </p>

<p>So, when it says at the end of 2000, just go straight up 2000. ( not 2001, because normally the end of 2000 would be the start of 2001. But here, the end means the 2000. This is the tricky part of the question ). </p>

<p>When you solve it, you will get 41.07% which is closest to 40; that is B.</p>
