American colleges generally consider at least your GPA, in addition to test scores, in awarding merit scholarships. You’d need to identify schools where you satisfy both of those (and any other) criteria.

Depending on your family’s financial circumstances, you may be eligible for need-based aid at some schools. The amount of this aid would depend on your financial need, not your scores. Schools on the following list claim to meet 100% of demonstrated financial need (for US citizens, at least):

Use the schools’ online net price calculators to estimate your net costs (although they might be less accurate for international students, for example in estimating travel expenses). Note that most schools on the above list are very selective, and consider other factors besides test scores.
You can’t rely on the NPC as an international unless it explicitly states that you can.
Beware of converting your GPA yourself since numbers are used differently across cultures and educational systems. Figure out what 'top 20% nationally" is, etc. To provide some guidelines as to the meaning of the numbers in your system.
