Both Cal Poly’s are very good.
Long Beach, Chico, San Diego and Sacramento also have very credible CS programs.

California publics banned affirmative action so your URM status will not help in admissions.
Without test scores - it is difficult to give you a firm read. I certainly wouldn’t rule Cal Poly Pomona out with a 3.5 half way through Jr year.
To maximize your chances, be sure to complete the A-G requirements. Do your best to keep your grades up, nail the SAT and keep an open mind. Tour a few schools you think might interest you. When the time comes, apply for a several schools - at least 2 you are certain you’ll make it into.
