No Economics is not considered a STEM major if you go by the definition of Science, Technology, Engineering and Math even if it has Math courses. There are many Humanities majors that also require Math courses for their degree requirements along with Business majors which have Math requirements and these are not considered STEM majors.
Each school can categorize their majors as BA vs BS, STEM vs Non-Stem based on their curriculum. I would imagine if Econ is considered a STEM major at a particular school you would see an emphasis is the “Science and Math related” courses more than the Social Science courses that are offered at UCI.
Does it matter, probably not.

so will business information systems degree at UCI be a stem degree which would give 24 months opt ??
Yes, Information systems would qualify but you would still need an employer that meets the OPT requirements and is willing to hire you and this is not guaranteed.
