A person lastnight was talking to me about living in an oos of state school. She lived in California and then went to ASU. For the the first year, she lived in a dorm, the second she lived in an apartment in Tempe and worked a 12 hour job. So her taxes or whetever were translated to the state of AZ because of this and was considered an instate student after living and going to school in Arizona. Is this true? Can I live in another state and pay instate tuition my final 2 years of college?

Different states (and different schools) have different requirements. Some states you have to be independent and hold residence for over a year. Ask the admissions people at the schools that you are interested in; they'll point you in the right direction.
