<p>upatel - the LOA is just a letter, not a packet. It will also state what you still need to get the appointment such as a nomination from a MOC or a DoDMERB Q. The packet, or big envelope, will be the appointment which will come after all the needed items have been achieved. Some members of congress don't make their nominations until December, so candidates with LOAs sometimes don't get their appointment packages until January.</p>
