I'm not sure about this, but i heard something from my english teacher last year that gave me some hope. She said that UC's have a quota of local students they have to take in, and that the UC in my area, is UCI. Is this true? If so, would they look favorably upon people who is sorta 50/50?

I'm sort of a reach to get into UCI. Quite a few of my classes were AP/Honors, but i had a UC gpa of ~3.05. SAT I: 1700 SAT II: 680, 630.

i'd hate to break it to you but there is no student quota. They might weigh different schools on different levels, but in the NASTY AND BRUTISH beliefs of Thomas Hobbes, you are probably not gonna get in. =[

I don't know about quotas for students, but some UC's do offer certain incentives/benefits for local students. UCSD, for example, will offer a nice scholarship regardless of numbers as well as admission to all valedictorians in the San Diego County area. I'd say your chances are a slight reach. The GPA is .5 below a reasonable chance and your SAT is ~below ave. At this point, any potential acceptance is contingent on your SAT II scores, your EC's, and your essays, not favoritism for Irvine people.

No offense, but I'd categorize you more as a reach (in ref. to what Peppers said) esp. since the middle-lower tier UCs are very number oriented and your GPA is very low for UCI and most UCs. You should probably have shot for UCR, UCM or UCSC. Also, it doesn't seem as though you have any special circumstances.

I've never heard of a quota, and IMO if it existed would be extremely unfair; UCI is a university for California, not a university for the city of Irvine.

lol. iloveants...you must be in humcore also.

That is correct. How'd you guess? ;)
I have my final on monday, ***!!! argh!
