So I know for law schools, Letters of Continuing Interest are pretty common but I've never heard of people sending them for engineering graduate schools. I'm still waiting to hear back from quite a few schools and I was wondering if it would help if I sent an LOCI via email to the department to let them know that I am very much interested in their department and wish to be strongly considered. I am a little hesitant to do this because I know department chairs are busy people and I don't really want to bother them with unnecessary details (and i"m not sure of LOCI's are only for people who are on waitlists only) but at the same time, if this could potentially help anything, I don't want to give up an opportunity.

I sent one and was invited to interview shortly after.
