Looking for good transfer schools. Any help greatly appreciated!

I know there's a million of these but I do think that they help out a lot. I'm getting to the point where I'm starting to apply for transfer schools and I only have really 1 or 2 in my mind right now. I'd like to have a couple more options but I don't really know where or how to look.

Some facts.
Started out in a top art and design school in NYC. Definitely thought that this was what I wanted to do the rest of of my life. However after a semester it was not what I was expecting. I missed taking regular academic classes, all I took at art school was drawing and other art classes, didn't feel that well-rounded when it came to education.

Transferred to a 4 year regular university back home. Not a top school but ranked high on one of the best schools to watch. I like my classes much better but don't really like commuting and living 20 minutes away from home. Hard to find professors that really make classes interesting, not a huge range of course selection etc. Campus is also small and is mainly a commuter school.

I'm currently a sophomore and looking for a 4 year university on the East Coast. My GPA is average (3.5). I'm not too sure on where I want to go major wise but I'm leaning towards International Relations. I'd still like a school with an art program so I can do a minor or take some classes since I still carry art as a passion.

My biggest reach so far is Brown but I'm still not 100% on if I even will end up applying there. At this point I'm not worried so much on how well a school ranks, just more so on a what would be a good fit for me.

Thanks so much.

Is money a factor? If so, will you qualify for FA? What state are you a resident in?

What else are you looking for? Size (LAC, large state uni), location (city, suburb, rural), vibe, etc.?

When it comes to education I don’t want money to be a factor. If it’s a well enough school I don’t mind taking out student loans. I have qualified for financial aid in the past. I currently live in Northern Virginia, close to D.C.

I guess in terms of campus size I don’t have too much of a preference. I’ve been to a school with both a large student body and small one. In terms of location it would be nice to stay along the east coast. Having lived in the city, I’d prefer somewhere close to a city but not right in one. Somewhere that’s close to city life but also good parks and leisure. I’d like a student body that’s diverse. One with an academic vibe as well as a creative one.

I don’t know if that narrow it down but I hate to be too picky. I guess it would be nice to hear about a couple schools that fit at least those standards and then I can go from there in terms of research…
