@carolinamom2boys Maybe not in the technical sense but the COC website does mention academic scholarships for OOS students that could partially or completely cover the difference between OOS and in-state tuition so I was going off that because the end result for the student would be the same. Ditto for Miami of OH and OU.
It appears you are focusing on public schools. Many private schools offer generous merit scholarships, especially in the Midwest and South, but this will depend on grades and scores. I would not confine my search to public schools unless S2 has already decided he wants that out of the gate…
UT-Austin actually waives OOS tuition if you receive a departmental scholarship of, I think, $1000 or more. But they are hard to get. As mentioned, FSU has full and partial OOS tuition waivers based on stats. FSU also waives OOS tuition if you are admitted to the music school as a major, or if you elect to do a first semester abroad.
@ColdinMinny Yes he has decided he wants a big state school. He goes to a fairly large public high school already and wants a college with a minimum of 15,000 people and a football team the school rallies around. Figure that puts us square in public school territory.
UT-Austin has VERY few OOS tuition waivers. Like fewer than 8 for the engineering school, TOTAL (not just for freshmen).
