My child would benefit from a small-moderate school that has a very strong CS program with an emphasis on AI. Something east of the Rockies would be preferable. Cost not an issue. Any thoughts? TIA.

Consider RPI, Lehigh and WPI for their strengths in CS and technology-oriented programs generally.
You are generally going to find more AI opportunities (classes, research, dedicated experienced profs) at larger schools (UIUC, U Washington, U Mich, U Wisconsin, UCB) with the exception of CMU, MIT, and Stanford . With that said here are some ideas with rough categorizations…undergrad student bodies might get close to 20K at some.
High Reaches CMU, MIT
Reaches: Georgia Tech, Northeastern, USC, Cornell, Rice
Matches: U Rochester, CWRU, U Mass Amherst (plus the 3 from above Lehigh, RPI, WPI)
Highly Likelies: U Dayton, Milwaukee School of Engineering
What state do you live in?
Seconding Rice and WPI for the specifically small size + CS strength. Harvey Mudd would also be a good place to look, though a high reach for anyone and in California. Brown is also a reach but has an underrated CS department and fits the small school category well.
For medium sized, @Mwfan1921 hit most of the usual suspects. I’d add RIT to that list.
How hard is the “east of the rockies” criteria?
Most of the better AI schools are large but if he can handle medium sized maybe Pitt, Duke or Northeastern. Boston, Pittsburgh, and Raleigh areas are pretty good for AI.
