Looking to transfer to Northwestern. Questions

Hey,

I have some questions about improving my chances of being accepted as a transfer at Northwestern.

I am looking to get into the Economics program. I am currently a junior at DePaul University with a 3.941 gpa. While my GPA is good, I have little to no extracurriculars at the moment. The main reason for this is that I live about an hour and a half away from my school, so the commute eats up a good portion of my day. To add to this, I have been working part-time on and off (mostly on) throughout college so far. It is really difficult for me to get involved on campus because of these reasons. If I begin some extracurriculars now such as volunteering in a community service organization, will that improve my chances? Or am I screwed because of my lack of extracurriculars for the first 2 years of college? (I have done one extracurricular. I do recreational fencing at a local fencing club). Can my part-time work be considered an extracurricular since it's something I do outside of school and takes up a good portion of my time?

The other issue is that I am already a junior. I have no problem graduating a year late. Given this, would it be possible for me to transfer from DePaul as a senior to Northwestern as Junior? I've decided pretty late in the game what I want to do, and Northwestern seems like the ideal school in Chicago for me to go to for this. So I have no problem literally giving up a year of credit (which most likely wouldn't transfer in as an economics major anyways). Do they even allow you to do this? Or will they not even consider me if I am applying in the middle/at the end of junior year?

Also,
Can I repeatedly apply? For example, can I apply for the spring quarter, then, if I don't get in, apply for the fall quarter? Or if you are rejected once as a transfer applicant do you have to wait a year or something to apply again?

I really would appreciate any advice on any of the above questions.
