<p>Scientists and meteorologists have been saying for a while something like this would happen, that the levees should be strengthened and heightened.</p>
<p>Apparently the government was busy spending billions of dollars for a war. I think I read that it would've taken about 3-4 billion dollars to increase New Orleans flood/storm protection. A petty amount compared to the war's hundreds of billion dollars and Katrina's close to 30 billion dollars, plus the money required for relief and rebuilding.</p>
