Suppose I'm applying to biochemistry at Harvard. All my LORs (personal) are from biochemistry professors from Harvard. Since admission committee consists of people from (mainly) biochemistry dept, will the LORs weigh more in a positive way? If yes, will it count much more or just slightly?

The letter will not weigh more just because it came from the institution being applied to. The weight will depend on whom the recommender is and the relationship (if any) the people reviewing your application have with that recommender.

I went to NYU and am applying to an NYU graduate program. All of my LORs are from NYU profs, but I’m not expecting it to help in any way shape or form. Lots of students from NYU apply to graduate programs and are denied, so I’m expecting it’s similar at Harvard.

You did your coursework with those professors, that is expected for LORs, never mind what institutions they’re from. It helps a bit in a way that the adcoms know these people and trust them.
