My dad was informed today that the company he was working for is going to close, meaning everyone is going to laid off. The date is going to be March 31st.

Can I change my FAFSA so it shows that only 1 person in the house is working, my mom? What do i change and and how do I do it?

Also I know this might be in the wrong section, but if I got rejected from a UC, can I write a letter to them stating this job loss?

You have to contact the financial aid office of your school and ask for a special circumstances adjustment due to job loss. You cannot adjust the figures in FAFSA - they have to reflect last years income. If they approve an adjustment (they will require documentation) the school can adjust the figures.

I don't think your Dad's job would have any relevance to admissions. Just to the financial aid.
