Low GPA, High Test Scores, In-state Schools

Hi. I’m wondering about my chances for UNC Chapel Hill, UNC Wilmington, and NC State.
I’m a white male with low-income family, low GPA (3.1 UW/3.9 W), and high test scores (34 C, 36 E, 36 R, 30 M, 34 S) The first time I took the ACT I didn’t study at all and had no familiarity with the test; I got a 31 (35 E, 35 R, 32 S, 20 M). I was panicking hard on the math section and only got about halfway through. I’m not sure what happened on the writing as well but it got a score of 4…Obviously I’m good at english, and I consider myself a good writer, so I think this was largely a fluke; I got a 10 on the second ACT I took for an essay I consider to be of only slightly higher merit.
Should I not send the first ACT because of this low writing score? The combined E/W score looks fine if that’s all they see/consider.

AP’s are Lang, Bio, APUSH, Lit, and Latin. I got a 4 on Lang and 3 on APUSH, and the others I haven’t taken yet.

My EC’s are weak as the only things I’ve really done are Latin Club and National Latin Honors Society; I never really got the chance to do much else due to being raised by a single mom that was always working and couldn’t drive me anywhere, so I had to be home and watch my little sister. I’m guessing this is something I should put in the extra info section, but will it excuse this completely?
