UC’s are very GPA focused but if you address the difficulties that lead to lower grades, then UCR is possible but not a guarantee since your SAT score indicates you are a very capable applicant.
Based on your posted stats, your EI calculates out to a 3865. This EI should be competitive for the majority of Cal States (exceptions; Cal Poly SLO, Cal Poly Pomona, SDSU, some majors at SJSU, CSU Fullerton).
So you have 2 safeties: CSULA and CSDH.
You should be a Match for CSULB since you are in the local service area.
Other Cal states to consider: CSU San Marcos, San Francisco State, Sacramento State, Chico State.
Some private schools in your preferred area: Whittier College, Univeristy of Redlands, Cal Baptist, Cal Lutheran.
You just need to apply widely, have confidence in yourself and your abilities and you will have several options in the Spring. Best of luck.
