Low GPA transfer to "reset" my GPA?

I have a bachelors degree already, with a 2.3 GPA. I would like to attend another university to get a second bachelors degree.. but I still have to apply as a "transfer" since I'm a post baccalaureate student. My 2.3 GPA is too low to transfer to the school I want (Texas A&M or The University of Texas), so would it be possible to enroll at a community college, attain the appropriate transfer requirements, then transfer to the school I want while having only my "new" grades considered since most schools basically restart your GPA once you enroll?

First you have to find out if Texas A&M or UT system allows you go get 2 bachelor degrees.

When you transfer you have to send your records from all schools you’ve attended. Your current GPA wont disappear.

Another option might be to shoot for a masters degree, first by attending CC to make up/retake foundation classes, then getting permission at those target schools to take any missing/required undergrad classes not counting toward a degree. Then get permission to take 1 or 2 grad classes for no credit, do well in those and they’ll admit you formally. Note the theme here is spend lots of money without much to show for it until after 3-6 years when you have a masters. But it is a path I’ve seen someone with a low gpa bachelors take.
