Low GPA: What colleges should I apply to?

I know this section is geared more towards me listing a few colleges and you guys saying "reach" or ". However, I don't have any particular colleges in mind, I don't even know what type of colleges I can and can't get into (asides from the ivies). So would everyone please tell me what colleges I should look at?

I want to major in finance. Though at the present time it doesn't seem like a good field to get into, I'm certain that in 3-4 years around the time that I graduate a lot of big financial firms will be on the lookout again.

Here are my stats:

GPA: 3.2 (unweighted) 3.8 (weighted, out of a 4.5 scale)
My freshmen year was quite bad, but in my sophomore and junior years I have had a consistent 3.667 (unweighted) GPA.

SAT/ACT: I am scheduled to take them soon. Perhaps I should post this again with them when I get the results? Lets say I get an 1800, lets go on that (for the SAT).

Classes: 7 AP's total.
Junior Year: US History, Lang/Comp, Biology.
Senior Year: Chemistry, Statistics, Lit/Comp, Government.

Rank: 25/395. I am in a low achievement "ghetto" school, so my amazing 3.2 GPA puts me in the top 10%.

"EC's"
- Tennis Team (2 years).
- Set up school's Varsity Quiz team this (senior) year.
- J.R.O.T.C. (4 years). Held several key leadership positions. Currently, I am the Finance Officer.
- Set up a tutoring program (with JROTC) for children in local elementary schools.
- I will get very good recommendations.
- Have a job at borders...I don't know what effect that would have on an application but after looking at a few threads here it gets mentioned.

Should I even apply to UC's?

You're pretty good with most UCs with your stats (but not LA, Cal, San Diego, maybe Davis.) You have good stats compared to SB, Riverside, Santa Cruz, and Merced.
