Low-tier Bioinformatics MS applying to a top-tier PhD

Love to hear your advice here.</p>

<p>So I'm getting my MS in bioinformatics from a low-tier public university next May. I really want to apply to a mid to top-tier bioinformatics PhD program.
My background:
Undergraduate in Biological Sciences, minor Microbiology. Mid-tier public university.
GPA: 2.6/4.0
GRE: 1310
Graduate in Bioinformatics, low-tier public school
GPA: 4.0/4.0
Some research in a faculty's lab, but no publications.<br>
Summer Internship at National Cancer Institute, did very well and should good recommendations. </p>

<p>My current research interest are in genomics and next-gen sequencing data analysis as that's what I've been doing at faculty's lab and during my internship.</p>

<p>With my record, what are my chances of getting into a top-tier PhD program? say Harvard, MIT, Stanford, Duke or even Chapel Hill?
What are some PhD programs that you may think or know that may fit with my background or experience?</p>
