lower act scores when retesting

I have a very simple question. Do colleges care if your scores end up lower than prior tests?
First test: comp 27; english 27; reading 30; math 24; science 25
Second: comp 28; english 32; reading 31; math 24; science 23
Third Attempt: comp 26; enlist 26; reading 26; math 26; science 24

Should I try taking the test one more time? Will it hurt anything?

It should not make much difference as it is basically within the same narrow range. Nevertheless, taking the test 3 times without making any improvement may indicate either you have reached a plateau or you have done nothing before retake. So you should think about it before further retake.
