I am applying PA to Ross but if I am PA-ed to Ross, I am also planning on double majoring in Spanish. If I am not, I will just do pre-Business anyway/economics and Spanish.
In the PA essay, it asks why you want to study business. So for the LSA essay that asks what fields you are looking at, should I do half business and half Spanish or mostly Spanish and just touch on business?

I'm applying to LSA and planning to transfer to engineering major (only b/c I'm kind of in between business and engineering)
so for the LSA essay, I just talked about why I have an interest in engineering.

Why not apply directly to engineering? You can always apply to Ross in your freshman year (like everyone else) if you decide to pursue business instead.

so are you saying I should write about business or no?

If you can combine the two write about both in the LSA essay...otherwise choose the subject that easier to write about. It's not like Ross will look at your LSA essay anyway.
