<p>well, the schools that are less impacted. so santa cruz, merced, riverside, etc are going to be more likely to accept out of state students than la, berkeley, etc. Generally for the top tier schools, out of state students need stellar grades and other qualifying factors like EC work in their desired field or job experience. It's hard for me to say for sure which would be most forgiving like in order, so I'll leave that for someone else. But, obviously, the less popular the school, the easier it will be to get into.</p>

<p>*less popular meaning least impacted. obviously if a school has a ton of applicants, its going to be tougher to get into than a school with fewer applicants. </p>
