Take a look at Case Western Reserve University with their relationship with the Cleveland Institute of Music.

Case actually has a wide range of music options (classes, minor, double major). They say the engineering/music is their most common double major.

Carnegie Mellon. Top notch for both fields. Though if you aren’t incredibly serious about computer science, you will not get in/or finish the major.

Carnegie Mellon for sure. The comp sci majors are required to have a minor and they always boast about their student who minored in bagpipes. Very competitive however.
