Is there any way to create your own major at Rice? I am interested in biomedical engineering, but Rice does not offer that major, so is there any way to make a major that they don't have. I know they have this at some other schools.

do bioengineering. it's similar.

According to the Rice general catalogue, you are allowed to create your own major, you just have to convince someone (I'm not entirely sure of what the process is) that there is a valid reason and that an existing major is not sufficient. Since a good portion (maybe even a majority) of the bioengineering majors are premed, I would imagine that there's enough of the medical aspect in that major for it to be essentially the same, especially if you choose your classes correctly.

at the undergraduate level, and perhaps later on as well, both biomedical engineering and bioengineering literally mean the same thing - different universities just call it different names. both curricula are identitical.

in fact, rice's program is actually more medically oriented than most, with the majority of students entering med school afterwards.

I'm a sophomore and I don't know of anyone who is creating their own major. In this case I think you're probably better off going down the road more traveled.
