I plan to attend the school of arts and sciences this fall (yay!) and i plan on double majoring..in french and international agriculture and rural development. french is ofcourse a major in CAS but international agriculture and rural development is only available in CALS. Am i able to do this, have a major in both colleges by the time i graduate (since afterall taking classes in any college is allowed)?

No, you can't double major across colleges. There are some dual degree programs available, but I don't believe this is one of them. You're well withing your rights if you choose to just take all the international agriculture and rural development courses you want though since you'll be an arts student.

but if i take all the development classes i want ...lets say i want to take 8 (since that defines a major), wont i then receive a development major?

No, you won't.
