<p>Nope, there aren't many people from out-of-state at any UC campus. I believe that's because the focus is to serve CA residents, thus they limit the enrollment of out-of-staters. As a result, it is more difficult to apply out of state than as a resident.</p>

<p>True, but you're ignoring the fact that all California residents have already indirectly paid a sizable amount of money to the UCs by paying California state taxes over the years.</p>
