(changing has to had), and another question with "the United State ratified the treaty that guarantees neutrality for the Red Cross during wartime" (changing guarantees to guaranteed?)</p>

<p>Not sure about gaurenteing vs. gaurenteed. I chose gaurenteed, but then changed my mind. When I tried to erase it it just got much worse, so either way I got that one wrong :-(</p>
