Maryland becomes first state to outlaw scholarship displacement by public colleges

This was about 6 months ago but I missed it. Looks like U Pitt is already doing the same as Maryland.

Looks like it means that outside scholarships can stack with FA until the cost of attendance is fully covered at Maryland public universities.

What was the previous practice? The article makes it seem like there was not even limited stacking (replacing unmet need, loans, and expected student work earnings first) before.
