This was about 6 months ago but I missed it. Looks like U Pitt is already doing the same as Maryland.

“We all view it as a matter of equity,” Wagner said. “For someone who went out and beat the bushes and pounded the pavement and submitted applications to try and get additional grants and make college affordable, the net result of their efforts is zero. That’s unfair. Especially when we’re talking about low-income and middle-income students.”

Looks like it means that outside scholarships can stack with FA until the cost of attendance is fully covered at Maryland public universities.

What was the previous practice? The article makes it seem like there was not even limited stacking (replacing unmet need, loans, and expected student work earnings first) before.
