Mastering the GPA game for Grad school admissions?

From what I can tell, top school grad school admissions are predicated on test scores (GMAT, LSAT, MCAT or GRE), professor or supervisor recommendations, and of course GPA.

How do you go about selecting an undergrad school that can propel you to the best grad school that you can attain? I know that colleges flaunt all the data about where their graduates go. The problem is that you may not be the lucky one who made that cut.

So I'm back to the perennial question. Are you better off going to the most competitive undergrad program that you can get into ... or to a lesser program where you can possibly be the top dog? Assume that you'll work hard and do your best with a projected GPA of 3.4 at a top school or a 3.9 at a lesser school.
