Masters in Computer Science

I live in Gainesville, Florida. I will apply to UF and possibly UCF and USF.
My undergrad is in Biology (gpa is 3.16, Biology GPA 3.6).
Taking pre-reqs at UF to enter a Computer Science Masters Program a (GPA 3.9 on these).
GRE score 161 for both.
I will have two letters of recommendation from professors.
I am writing my statement of purpose now.

I am looking for a college that will pay the most for me. I'm looking for as free a ride as possible.

I really like Carnegie Mellon from what I've read and heard.

What colleges should I consider? (based on my grades and GRE)

Which colleges will pay the most?

Which colleges will consider me with an undergrad in something else?

Perhaps, what I want is a small, supportive atmosphere. I don't want to be an accelerated program ( I know nurses and ot students that did accelerated programs and sometimes they didn't have time to shower and their hair is falling out, and they feel nobody cares about them. They make it sound like a nightmare).

Thank you in advance. I'm just looking to gain perspective, and good ideas of which colleges to apply. I don't want to make decisions based on US News' rankings.

I forgot to mention that I am Hispanic. Which schools would this put me into a “favorable group”? (I am looking to capitalize on whatever I do have.)

Also, I’m looking to apply mostly to schools on the east coast.
