<p>I've seen such programs here and there...your best bet is to Google for graduate programs in International Education, Comparative Education, Global Education or Educational Development. Do you have a specific concentration you with to pursue within this area? If so, you can try searching fot those key terms and you may even find a better program. </p>
<p>Off the top of my head, I know that Teacher's College has such a program in International and Comparative Education. </p>
