Masters in Public Administration or MACC(Accounting)

Hello:

I currently work for local government and do not mind working there for years to come.
I would like to move up. I am thinking about pursuing a Masters in Accounting.
I have a BS in Business Administration but I believe that major is too broad, so I think specializing in accounting is a good route. I also want to have the option to do accounting work etc on the side if the government has layoffs etc.

Ok, so in order to get into accounting school by January I have to pass the GMAT soon. I am scheduled for it in about a week. I don't feel ready to take it. The next time I will be able to go to accounting school(if I pass the GMAT) is next Summer-this is the school's date actually.

I REALLY want to start school because I feel like I wasted too much time.

My question is:
Since I really want to start school, do you think I should start(and finish) a Masters in Public Administration(after all I work for local government). The Public Admin program allows one to take 3-4 elective classes of choice. So I am thinking of taking the accounting classes, which will be a start toward the Masters in Accounting. I spoke with the Public Admin school and they said that this was fine.
So basically I will complete two degrees-one in Public Administration and later the one in Accounting(MACC), out 3 years. But at least I will have one in hand(MPA) before the other(MACC). Who knows what doors will open with the MPA?
I like Public Administration too.

Do you think I should go the route of earning two Master degrees-an MPA and a MACC?

or

Should I just wait until next year to take the GMAT and go to school for accounting only?
I really want to start school now though, because I wasted so much time(since 2009 I have been trying to go-that is another story).

FYI-I have a BS in Business Admin. Do you think the MPA is a waste of time?
I don't want a doctorate. After this round of school I just want to relax.
