I’d assume you need another like CNU unless Hollins is ok.

But it’s certainly possible both UVA and W&M. You should ask your counselor. But no sure bet. But that’s why you have a counselor.

Rural likely good. Legacy, per CDS, is good too.

Ps you can go to a lot of schools - even OOS at $40k.

Hollins would be an extremely likely admit while the other two you would have a chance at. Have you thought about Sewanee in Tennessee? They’re known for their writing program and give significant merit aid.

How large is your Hollins scholarship? I was thinking of perhaps UNC Asheville as a nice safety - it’s a public LAC with a mass communications major, a creative writing track in their English major, and a creative writing minor; and Asheville is a nice college destination with a robust creative community. And it would be in budget. But if Hollins is a lot cheaper with your scholarship, paying significantly more for UNCA over Hollins might not make sense. (Although you won’t know how much merit UNCA would give you, unless you apply.)
