"Matching" financial aid packages

I am told (by my mother, who has researched this a lot more than I have) that Stanford University will match the financial aid package offered to an admitted student by the student's flagship state university.

Question #1: Has anybody heard of any other colleges (specifically, one of the following: Amherst, Williams, Middlebury, Haverford, Bryn Mawr, Mount Holyoke, Dartmouth, Carleton) that do this?

Question #2: My flagship state U just nixed tuition for students whose families make the income that mine does! http://depts.washington.edu/mediarel/news/promise.shtml Whoo-hoo! (Not actually a question... eh...:D)

My mom says it's a very common practice, so maybe this question (well, #1 at least) is unnecessary. Oh well. :)
